The key idea is that theater-level sustainment must be able to plan and execute logistics across the entire area of responsibility and bring in strategic enablers at the operational level. The Theater Sustainment Command is built for this role: it serves as the central organization to integrate and synchronize sustainment across the theater, coordinating functions like supply, maintenance, transportation, distribution, and field services while weaving in strategic enablers such as strategic lift, prepositioned stocks, and theater-wide partnerships. This enables unified logistics support that aligns with campaign objectives and operates across multiple subordinate commands and partners.

Lower-echelon sustainment units are limited to narrower scopes. A tactical formation handles logistics within a smaller operational footprint, a sustainment brigade typically supports a specific division or set of units within a corps, and a corps sustainment command focuses on sustaining a particular corps’ operations. They do not coordinate and integrate the full theater’s sustainment or bring in the broader strategic enablers at the operational level the way a Theater Sustainment Command does.
